Regula probei

01

Start with published facts, not route assumptions

LoloBuy's official Google Play listing describes a cross-border shopping service with shopping guidance, payments, language and currency support, and international shipping. The listing showed an update date of 20 September 2026 when checked. The public website and official app-store pages establish the service's published scope, but they do not prove that every product or freight line is available to every Norwegian postcode.

No official source reviewed for this guide publishes one permanent Norway freight price, guaranteed transit time or promise that every order uses Norway's VAT on E-Commerce scheme. A live quote is evidence for one packed parcel on one date. Before payment, confirm destination coverage, prohibited contents, packed dimensions, chargeable weight, tracking, compensation and whether the displayed tax wording applies to the exact transaction.

02

Save the seller evidence before purchase

Keep the original seller URL, seller name, listing title, selected size, colour or model, quantity, item price, domestic-China delivery terms and capture date. Save checkout and payment confirmations. A spreadsheet helps you discover and compare products, but the current seller page and transaction record show what you actually asked LoloBuy to buy. If a listing changes, that record makes a variation or missing-item dispute easier to explain.

For clothing, keep garment measurements instead of relying on a letter size. For electronics, record the model, voltage, plug, battery, radio functions and included accessories. For toys, personal protective equipment, cosmetics and electrical products, investigate Norwegian requirements before ordering. A seller statement, CE mark or warehouse image does not by itself prove legal conformity, authenticity or safe use in Norway.

Lista de verificare de lucru

✓Save the original seller link and capture date
✓Record the exact variation, quantity and paid price
✓Keep measurements, model numbers and accessory lists
✓Check Norwegian rules for the product category
✓Treat spreadsheet entries as research leads, not guarantees
03

Use warehouse QC for questions a photograph can answer

Compare available QC evidence with the saved order: identity, quantity, colour, visible condition, labels and included parts. Ask specific questions that can change the dispatch decision. Is the measured length consistent with the seller chart? Is the model number readable? Is the requested connector present? Is a seam damaged, a print off-centre or a surface visibly marked? If a crucial view is missing and an inspection option is offered, request that exact view.

QC also has firm limits. Lighting alters colour, perspective changes proportions and packaging hides surfaces. Photographs cannot prove electrical safety, battery capacity, chemical composition, radio compliance, authenticity or customs eligibility. Use visible evidence to approve, clarify or follow the current return process while the item remains in China. Download the images and decision notes before submitting the parcel.

04

Build the Norway landed cost in four layers

Separate product, warehouse, international freight and Norwegian import costs. Product cost includes the item, seller delivery inside China, conversion and checkout charges. Warehouse cost contains only inspection, repacking or protection actually selected. Freight depends on packed size, actual and chargeable weight, route restrictions, tracking and protection terms. The Norway layer can include VAT, any applicable customs or excise duty and the carrier's customs-clearance fee.

Compare routes using the same carton, contents and Norwegian postcode. Record the quote date, packed dimensions, billed weight, compensation terms and tax wording. Consolidation may remove repeated base charges, but it can also increase dimensional weight or combine items with different customs treatment. Mark every figure as quoted, paid, estimated or final, then replace estimates with the carrier invoice and import documents.

Lista de verificare de lucru

✓Separate product, warehouse, freight and import costs
✓Compare routes with the same parcel and postcode
✓Record final dimensions and chargeable weight
✓Keep government charges and carrier fees on separate lines
✓Replace estimates with final clearance evidence
05

Calculate Norwegian VAT from the full import basis

Norwegian Customs states that the ordinary VAT rate for imported goods is 25%, while food has a 15% rate. For a non-VOEC import, VAT is calculated from the full basis: the price paid for the goods plus shipping, insurance, customs duty, other taxes and relevant fees or commissions. The customs-clearance exchange rate can differ from the rate on the purchase date.

Multiplying only the seller price by 25% can therefore understate the landed cost. Keep the goods value, international freight, insurance, any duty and carrier service fee as separate lines, then identify which amounts enter the official VAT basis. Food is excluded from the simplified VOEC scheme and can face additional controls, so the reduced VAT rate should not be read as a simpler buying route.

06

Understand VOEC and the NOK 3,000 per-item test

Under Norway's VAT on E-Commerce scheme, a registered online shop or marketplace collects Norwegian VAT at checkout on eligible goods worth less than NOK 3,000 per item. The official threshold applies to each item, not the combined value of the package. A parcel can contain several eligible items when every item is below the threshold and the purchase is for personal use. Correctly transmitted VOEC consignments receive simplified clearance and no additional customs duty on arrival.

VOEC does not cover foodstuffs, restricted goods, excise goods such as alcohol or tobacco, or an individual item priced at NOK 3,000 or more. Shipping and other extra costs are excluded when testing the per-item threshold, although they still matter to VAT calculation. Do not infer VOEC treatment from a Norwegian language option or a generic tax label. The sources reviewed do not establish that every LoloBuy sale or shipping route is VOEC-registered; verify the live checkout, invoice and shipment marking for the actual order.

Lista de verificare de lucru

✓Test the NOK 3,000 threshold per item, not per parcel
✓Confirm the goods are eligible for VOEC
✓Check that Norwegian VAT appears on the order evidence
✓Preserve the seller or platform VOEC information
✓Do not treat a tax-inclusive label as proof by itself
07

Plan for non-VOEC and higher-value imports

When the seller is not VOEC-registered, or the goods fall outside the scheme, VAT is collected at import. Norwegian Customs says the carrier may charge a separate customs-clearance fee. Customs duty can apply to food and some clothing; shoes are not subject to customs duty, although VAT still applies. The former NOK 350 low-value allowance has been abolished, so a low seller price does not create a general tax-free exemption.

The carrier may need the buyer's Norwegian national identity number to complete a declaration. Norwegian Customs advises giving identity information directly to the carrier rather than to the foreign seller. Ask the route provider who files the declaration, what description and value will be transmitted, how identity data is requested and where import charges are paid. Refuse payment messages that cannot be verified through the carrier's own channel.

08

Consolidate only after checking customs logic

Consolidation can reduce packaging or repeated freight charges, but it should follow product and tax checks rather than replace them. Keep a line-by-line contents list with plain descriptions, quantity, paid value and seller order reference. Do not use vague labels such as sample, accessory or gift when they do not describe the goods. A package sent by a commercial intermediary is not a private gift merely because its declared value is low.

Mixing VOEC and non-VOEC items, restricted goods or an item above NOK 3,000 can complicate the import route. Reasonably, a split shipment may sometimes preserve cleaner records or route eligibility, but it is not automatically cheaper: another base freight charge and another carrier fee may outweigh the benefit. Compare both packed quotes and use accurate declarations. Never split or undervalue goods to evade tax or controls.

09

Handle returns and duplicate VAT through the right party

Norway's refund route depends on how VAT was collected and how the import was declared. For a VOEC purchase returned to the seller, the retailer handles the VAT refund. If VAT was charged again at the border because VOEC information was not transmitted correctly, the Norwegian Tax Administration says the buyer must seek repayment from the seller; the authorities cannot correct that duplicate charge in the VOEC process.

For a non-VOEC return, responsibilities can be divided among the carrier, Norwegian Customs and the Tax Administration. Joint declarations are handled by the carrier or forwarder. Customs may handle eligible customs-duty refunds for ordinary declarations, while the Tax Administration handles VAT and special taxes. Preserve the purchase invoice, import assessment, carrier receipt, export tracking and seller refund. Ask who will process each charge before sending the goods back.

10

Check Norwegian safety rules, restrictions and delivery evidence

Norway participates in much EU product law through the EEA, but a product bought directly from outside the EU or EEA may not meet the same safety requirements. Norway's Directorate for Civil Protection warns that the buyer can assume importer responsibilities. Electrical equipment, machinery, personal protective equipment and toys can require conformity documentation, traceability and Norwegian safety information. Norway also has national details, including plug and socket requirements.

Restricted categories include weapons, medicines, alcohol, tobacco and other controlled goods. Carrier rules may be narrower for batteries, liquids, powders, magnets, aerosols or branded items. Platform acceptance, carrier acceptance and lawful Norwegian import are three different questions. Confirm all three before payment rather than treating a warehouse arrival as proof that final delivery is permitted.

Save the listing, invoice, payment record, QC files, parcel declaration, route terms and dispatch identifier. Tracking can pause between export, line-haul, customs handoff and local delivery; a quiet scan alone does not prove loss or seizure. Contact LoloBuy about warehouse and dispatch records, and the carrier about declaration, payment and last-mile events. Photograph the sealed parcel and contents at delivery.

No Norway-specific customer-review claim is used here. The identifiable public app-store comments reviewed did not document a Norwegian postcode, VOEC invoice, customs assessment, carrier fee or final landed cost. That small, non-Norwegian sample can suggest questions to test, but it cannot establish Norway delivery speed, reliability or customs outcomes. Official rules and order-specific documents remain the better evidence.

Lista de verificare de lucru

✓Check product safety and restricted-goods rules
✓Keep invoice, QC and declaration files together
✓Verify customs payment requests with the carrier
✓Photograph the delivered parcel and contents
✓Do not generalise from reviews without Norwegian shipment evidence
